Prethodno je Predstavnički dom, u kom većinu imaju demokrate, usvojio rezoluciju kojom se od potpredsednika SAD Majka Pensa zahteva da primeni 25. amandman ustava kojim bi preuzeo predsednička ovlašćenja zbog nesposobnosti predsednika.
